"REPORT GF THE COMMISSIONER OF EDUCATION" FOR THE YEAR ENDED JUNE 30 , 1912, VOLUME I, WASHINGTON GOVERNMENT PRINTING OFFICE 1913:

CARNEGIE ENDOWMENT FOR INTERNATIONAL PEACE. The Carnegie Endowment for International Peace may be regarded as a nonacademic educational movement, since its purposes are to be promoted by scientific research , by propaganda, and by activities directly educational in character . The last named are comprised in the division of intercourse and education, which, in accordance with the recommendations of its acting director , Nicholas Murray Butler , LL . D ., maintains a secretariat and bureau at Paris. The division is assisted also by an advisory council, composed of representative European statesmen and publicists identified with the cause of peace and international arbitration . · Baron d ' Estournelles de Constant, well known for his interest in the peace movement, has consented to act as president of this council, and Mr. Prudhommeaux, editor of La Paix par le Droit, has accepted the office of secretary general of the Paris office at a nominal salary. According to the statement of the director:

 

The division of intercourse and education will undertake to give practical effect to the scientific work of the other two divisions by popularizing the results of their investigations. It will endeavor to educate public opinion to a higher sense of inter national rights and duties; to a realization of the inherent injustice of war in cases where arbitration or peaceful settlement is possible ; and to an understanding of the causes and effects ofwar, upon whom its burdens fall, and what economic losses result from it to the peoples as a whole. This work of propaganda, to be effective, must be world -wide.

 

This division , therefore , has a threefold purpose; to diffuse information and to educate public opinion as to causes, nature, and effects of war ; to cultivate friendly feelings between the inhabitants of different countries; and to maintain , promote , and assist the various existing agencies calculated to accomplish the purposes of the endowment.

 

Apart from the organization effected , the practical work of this division has been carried out in several directions during the current year. Under agreement with the Government of Japan, a plan of educational exchange has been effected , in accordance with which a representative scholar, scientist , or man of affairs will be sent to the United States in each alternate year at the expense of his Govern ment. Arrangements will be made --

 

for the residence of this representative of Japan at six American colleges and universi ties for periods ofapproximately six weeks each . At each institution at which he is in residence the representative of Japan is to have opportunity, in addition to whatever formal and academic lectures may be arranged , to meet, in the freest possible way, teachers and students and citizens of the neighborhood , as well as to meet and address on various subjects boards of trade, chambers of commerce, literary , scientific , fra ternal, and other organizations.

 

Dr. Inazo Nitobe, the president of the Imperial University of Tokyo, who holds also the chair on the policy of colonization at the university , was delegated as the first exchange professor to the United States and delivered courses of lectures on Japan at the six universities included in the arrangement, beginning at Columbia University in November , 1911. (See p . 43.) With regard to the international visits of representative men , the director of the division in his report for 1911 states that :

 

The visit of Baron d 'Estournelles de Constant to the United States during the current year was the first visit of this kind to be undertaken by the endowment; and upon Dr. Butler's recommendation , and with the approval of the executive committee, Dr. Charles W . Eliot , president emeritus of Harvard University, has proceeded to Japan as the first American representative of scholarship, conciliation , and good understanding.

 

nstitutions and journals , engaged in the peace movement has been approved and has been the subject of tentative experiment during the current year. The appropriations for the administration of the endowment made by the board of trustees for the fiscal years ending June 30 , 1912, and June 30 , 1913, amounted , respectively , to $ 28,785 and $51,570. For the division of intercourse and education the sum of $ 100 ,425 was appropriated for the year ending June 30, 1912 , and $ 203, 850 for the year ending June 30, 1913. The total appropriation for the year ending June, 1912, was $ 275, 985. The endowment is administered by a board of trustees, of which the president is Hon. Elihu Root. The permanent office is located at Washington , D . C ., in charge of James Brown Scott, secretary of the Carnegie Endowment for International Peace and director of the division of international law . CONTINUATION COMMITTEE, WORLD MISSIONARY CONFERENCE . One of themost important movements in the world is in charge of the continuation committee " appointed at the World Conference on Foreign Missions, which met at Edinburgh , Scotland, in 1911. This committee represents all the great missionary societies of the Protestant churches , and was formed to examine the missionary fields throughout the world with a view to unifying their work for the promotion of economy and efficiency . For this purpose it was arranged that the secretary of the committee, Mr. John R . Mott, should make an extensive tour, holding conferences at appointed places with the missionaries in the field and also with native converts and thus learn from those most familiar with the conditions the actual workings and results of missionary efforts. Mr. Mott started on his tour in October , 1912, accompanied by several coworkers, having arranged for about 20 conferences in northern Africa , Asia Minor, India , Siam , Japan, Korea, and the Pacific islands. The extensive work of instruction carried on by the missionary societies throughout the world, including provision for the medical training of native students and large hospital services , imparts to these conferences an educational character which is quite as distinctive as their moral purpose. It is estimated that the combined expenditure in the foreign field of the different societies représented by the " continuation committee " is not less than $ 28 ,000, 000.

It proved to be impossible for Baron d'Estournelles de Constant, Mr Hirst and Professor Redlich, owing to other and pressing personal engagements, to accompany the Commission to the Balkans . These gentlemen all participated , however, in planning the work and they share the responsibility for the report which has been submitted. Professor Schücking was unavoidably delayed in starting and when he reached Belgrade the Commission had gone on to Salonica . While waiting at Belgrade , Professor Schücking was misled by the false reports that the Commission had given up its work and disbanded. He, therefore, to the great regret of his colleagues, returned home without joining the Commission in Greece. The remaining members traveled at length through Servia, Greece and Boulgaria...

Two of our friends in Germany responded to our invitation, Professor
Paszkowski of Berlin University, and Professor Schucking of Marburg, both
proved and excellent men, as impartial as they are enlightened. The former,
just at the moment of his departure, was unfortunately refused the necessary
permission by the University authorities. The latter was stopped at Belgrade,
and was, I am bound to say, totally misled, owing to circumstances of which I
will add a word or two later.

 

 

I do
not consider either that the Servian government was responsible for the attempts
which were made to prevent our German colleague, Professor Schiicking, from
rejoining the Commission. In this connection, some strange maneuvers took
place. Professor Paszkowski, being, as I said, detained at the last moment,
Professor Schiicking was named hurriedly to take his place. He was then at
Ostend, from whence he set out with praiseworthy dispatch and devotion, but he
could not reach Belgrade until some time after the Commission had already left
for Salonica. What happened then ? Who is to be blamed ? One fact emerges :
Professor Schiicking was persuaded that there was nothing for him to do but
go home; that the Commission had disbanded and had given up its work.
Naturally enough Professor Schiicking returned home, and only heard the truth
from me when he was back in his own country.

То есть из 8 членов Комиссии Карнеги только 4 побывали на Балканах и осмотрели Болгарию - они попытались рассмотреть также и Сербию с Грецией, но у них это, по той или иной причине, не вышло. Это были: 1. Павел Милюков (профессор Софийского университета, по происхождению русский, а по мировоззрению - панславист и грекофоб), 2. Генри Ноэльл Брейсфолд (британский журналист левых взглядов, автор политического памфлета про Македонию (Macedonia: Its Races and Their Future) в 1903 году, в котором активно занимал проболгарские позиции), 3. Джастин Годарт, французский депутат Национальной Ассамблеи и политик, 4. Сэмюэль Трэйн Даттон (американец, школьный суперинтендант Университета Колумбия, по мировоззрению пацифист). Попытался присоединиться к Комиссии на Балканах (в Белграде) также Вальтер Шуккинг (профессор Международного Права, первый и единственный немец председательствовавший на Международном Гаагском Суде с 1931 по 1935 годы, по мировоззрению - пацифист), но у него это не получилось, потому что он поверил в слухи что Комиссия Фонда Карнеги распалась, и он уехал домой. Остальные - это барон дэ Эстурнелль (француз, обладатель Нобелевской премии мира 1909 года, известный пацифист) из Франции, Франсис Ригли Хёрст (англичанин, эдитор газеты "Экономист" с 1909 по 1916 год, известный своими пацифистскими взглядами, и склонностью к умеренному левому мировоззрению) и Иосиф Редлих (Австро-Венгрия, профессор государственного права в Венском университете). Несмотря на то, что эти последние лица не принимали участия в работе по сбору фактического материала на Балканах, они, как это декларируется в тексте Доклада Карнеги, под всеми выводами Комиссии изложенными в Докладе - подписываются, и принимают на себя ответственность за них.

 

Почему свободу передвижений Милюкова в Салониках ограничили? Он там встречался с лидером лево-радикальных (социалист) салоникских болгар, неким Димитаром Влаховым. А по прибытии в Болгарию Милюков был триумфально принят официальными болгарскими властями и общественным мнением. Предвзятость Милюкова и членов Комиссии Карнеги была очевидна много из чего -в самом Докладе постулировались нелепые тезисы болгарского национал-шовинизма о том, что Сан-Стефанская Болгария была абсолютным благом для народов Балкан (на самом деле она устраивала лишь Болгарию), что Берлинский конгресс был абсолютным злом для народов Балкан (на самом деле он не устраивал только Болгарию), что идеал "целокупной Болгарии" - это объективно справедливый политический тезис (на самом деле - это тезис порождённый великоболгарским имперским национал-шовинизмом), который необходимо реализовать, и что Бухарестский мир 1913 года - это несправедливость для народов Балкан (но таковой он является только с точки зрения болгарского шовинизма - ни одна другая страна Балкан так не считала). Ну и, вот - характерные тезисы Милюкова в дни "сбора фактических материалов":

 

 

 

Miljukov did not even pretend to be neutral. In one of his interviews in a Bulgarian newspaper he said that the Treaty of Buchurest was the greatest injustice in Balkan history, clearly implying that the Bulgarians deserved a better portion of the Ottoman inheritance.

То есть Доклад Фонда Карнеги повторяет все основные тезисы болгарского национализма. Это нормально? Не думаю...

Около 1890 года население Кукуша оценивалось примерно в 2,5 тысячи человек. В дальнейшем оно росло. Среди христианского населения преобладало в городе и его окрестностях население с болгарским самосознанием, хотя существовали в окрестностях города и селения с греческим населением. В городе жило в 1913 году также некоторое количество турок-мусульман.

 

В момент взятия греками Кукуша, болгарское население (не менее 7-8 тысяч человек, тогда как болгарская пропаганда говорила о якобы 14-15 тысячах человек) практически полностью покинуло его, отступив вместе с болгарской армией - то есть оно было эвакуировано, и тем самым никаким гонениям со стороны греков не могло подвергнуться физически (болгарская пропаганда, в том числе подчёркиваемая в Докладе Фонда Карнеги, манипулируя и подменяя понятия, выдавала эвакуированных (и нередко насильно - чему есть доказательства) болгарской армией болгарофонов за БЕЖЕНЦЕВ). Однако в городе вспыхнул пожар. По своему обыкновению, Комиссия карнеги опять приписала его грекам, в том числе ссылаясь на показания некоего турецкого муфтия Кукуша (если мне не изменяет память). Но в то же время существовали и существенные показания в пользу того, что город загорелся ещё в ходе боя - до вступления в него греческой армии. Например, Крофорд Прайс (репортёр лондонской газеты Таймс) писал в своей работе о Балканских войнах опубликованной в 1914 году (если не ошибаюсь с датой):

 

"Город Килкис уже горел, когда в него вошли греки, и это был результат артиллерийского обстрела - этот факт достоин особенного внимания, поскольку впоследствии некоторые стали утверждать, будто город был подожжён победоносной армией".

 

Я даже не стану напоминать и настаивать, что болгары сожгли массу мест, особенно через параллельное эвакуирование болгарского населения из городов и сёл Македонии и Фракии. Не суть. Однако факт заключён в том, что МНОГИЕ репортёры иностранных газет неизменно пишут, что пожар начался не из-за греков. К тому же, зачем грекам было сжигать ЗАХВАЧЕННЫЙ, и практически ПУСТОЙ город? Эти пустые дома болгар в дальнейшем могли быть заселены греками. То есть формальная логика говорит, что это было маловероятно. Не исключено полностью, но маловероятно. А Фонд Карнеги как и во всех остальных случаях, так и в этом, представляет дело в невыгодном для греков свете.
